The commission launched an investigation into the energy company in July amid customer complaints of meters not working.

Customers also issued complaints of higher than normal bills as Consumers transitioned its electric meters from 3G cellular service to 4G.

State investigators found that Consumers was estimating bills for many electric customers with 3G meters, even before cellular phone companies discontinued operating 3G service in January.

This was because the meters were not working and showing blank screens, allowing neither customers nor Consumers to pull actual readings, according to the commission.

Tuesday's order directs Consumers to explain its estimated billing issues, its failure to provide actual meter readings, and new service installation completion issues, officials said.

A pre-hearing has been scheduled for 10 a.m. Dec. 4

In response to the commission's request, Consumers Energy spokesperson Brian Wheeler issued the following statement:
